CCSD's policy: How district plans to prevent misconduct between teachers, students

LAS VEGAS - For the third time this year, a Clark County School District educator has been busted for sexual misconduct with a student.  The most recent incident involved, a legacy high school teacher who admitted to police that he had sex with a pupil.

Frank Bayer, 45, has spent almost a decade of his career teaching at Legacy High School, but now, a bad decision may send him to prison.

"I kind of felt bad because people used to make all kind of jokes about him being a pedophile or what not," according to Demetry Aiken, a Legacy High student.

According to a police report, Bayer who was an Englis teacher told investigators he had sex with a student five times.  It's an action that is against CCSD's policy and illegal.

All of the incidents have raised questions for CCSD about what the school board is doing to prevent inappropriate relationships between teachers and students.

8 News NOW took a closer look at the school district's policy and training substitute teachers must complete before being hired.  A section of the presentation talks about sexual contact with students.

CCSD has a no touching policy which also includes friendly hugs.  Teachers are also advised to avoid being alone with a student to prevent misunderstandings.

A student 8 News NOW spoke to who is not a part of the investigation, says Bayer would close the door when she would talk to him in his classroom.

"I'd always sensed something weird with him," said Jewlein Hsueh, student. 

There are training videos that use hypothetical scenarios of how a teacher becomes intimate with a student.  The video talks about how abusers select the children who they believe will not report them.

It describes the different stages from selecting a victim to grooming them.  "The abuser is looking for children who seem to have few friends; seem to lack positive self-images and lack parental affection," the video said.

According to an arrest report, Bayer told police the student came on to him first, but he never told school administrators or police until it was too late.  Bayer was arrested and booked into jail.

Bayer faces multiple counts of sexual misconduct with a student and kidnapping.  A spokesperson for the school district released a statement: 

"CCSD is in the process of creating a resource page for parents so they have greater access to information regarding signs to watch for and the importance of monitoring their children's social media and electronic interactions."

CCSD also says all employees receive annual training regarding appropriate relationships with students.
