Executive orders: What do they really mean?

LAS VEGAS - President Donald Trump focused on small businesses Monday signing another executive order into place that mandates that for any new regulation on business, two previous regulations need to be removed.

With so many executive orders signed by the president within the first 10 days, one can't help but ask, what exactly does an executive order mean or do?

Let's start with the simple definition of executive order.  An executive order is an order issued by the president that has the full force of law.

All of the United States modern presidents have written several hundred of them.  In fact, through the years, presidents have issued more than 13,000 executive orders.

Here's a look at how many executive orders were issued by the last three presidential administrations:

  • Bill Clinton issued 364
  • George W. Bush issued 291
  • Barack Obama  275

 
So far, Trump has issued seven executive orders.

Congress does not have to approve executive orders, and it's incredibly rare for the U.S. Supreme Court to overturn them.

However, over the weekend, a federal judge got involved in President Trump's executive order blocking entry for citizens of seven countries.

"It's important to note she did not overturn the order -- she simply stopped the deportation of travelers who were being detained at airports.
 
8 News NOW Anchor Paul Joncich spoke with local Immigration Attorney Peter Ashman, who says Trump's immigration ban could have a chilling effect on Las Vegas, which increasingly courts international visitors.
 
"Where I think Las Vegas could be affected, if this perception begins to grow that this is not a welcoming country and that it's going to be difficult to come in with a tourist visa, well, then maybe people will stop applying for tourists visas and go somewhere else," Ashman said.

Right now, only citizens of Iran, Iraq, Libya, Somalia, Sudan, Syria, and Yemen are affected by President Trump's order.  Ashman says if the perception spreads that it's difficult to come to the U.S., Las Vegas could end up seeing a smaller amount of international visitors.

Here's a fun fact: When Franklin Roosevelt was in office, he issued a record 3,522 executive orders, including one in 1942 that led to Japanese internment camps during World War II.
