Former CCSD administrator released on her recognizance

LAS VEGAS -- The former Clark County School District administrator facing charges of theft and unlawful use of public money remains released  on her own recognizance.

Priscilla Rocha, and five other defendants in the case, appeared in Clark County District court Wednesday afternoon for their bail hearings.

The prosecution wanted Rocha's bail set at $640,000. Deputy District Attorney Michael Staudaher argued that Rocha had close ties to officials in Mexico, and in addition to the possibility of her taking flight, noted how serious the charges are.

"The fact of the mater is, that she was involved in an extensive scheme to defraud the Clark County School District of large sums of money involving multiple parties and multiple schemes," Staudaher said.

Rocha's lawyer disagreed, arguing nothing in her background indicates she will not make her court appearances.

"Is she going to show up if you tell her to come her tomorrow and the answer is yes. And there's nothing in her record, there is nothing in her background, there has been nothing told to this court or that they have shown that would give any indication that she, in fact, won't be here when you tell her to be here," Rocha's attorney Tom Pitaro said. 

The judge agreed with Rocha's attorney, citing her close ties to the community, and released her and four of the defendants on their own recognizance.

Defendant Jamie Espitia received a bail of $20,000 because he is illegally in the country.

The I-Team first uncovered the story in March when the Las Vegas Metropolitan Police Department raided the district's Adult English Language Acquisition program. The program was shut down and Rocha was placed on administrative leave. Investigators determined $289,000 in public funds was misused.

All the defendants will be back in court next February for a status check. Their trial date is set for April 27, 2015.
