LAS VEGAS -- A crash into a bus stop last week that killed four people and injured eight others was not the driver's first run-in with police on the roadways.
The I-Team discovered that Gary Lee Hosey, 23, fell through the cracks of the justice system.
Last year Hosey was issued a speeding ticket for going 45 mph in a 30 mph zone.
But it's Hosey's apparent disregard for the judicial system, and the court's lack of holding him accountable that may reveal a larger problem.
When Hosey was pulled over by a Metro Police officer last June for speeding, he had a driver's license, just not one issued by Nevada.
Then, he failed to show up for his court date and a judge issued an arrest warrant. He was arrested last October and was immediately released from jail.
When Hosey appeared in court in November, he was ordered by a judge to get a Nevada's driver's license and go to traffic school, according to court records.
Those records show Hosey did neither.
Instead, records indicate the court neglected to follow up on Hosey's case.
According to the state's Department of Motor Vehicles, Hosey never applied for a Nevada driver's license as ordered by the judge. The courts never issued a second arrest warrant to bring Hosey back to court.
If Hosey had gone to traffic school, he might have seen a video that depicts some gruesome results of drunk driving crashes.
"(The videos) are not toned down at all," said Clemos Kelly of Safeway Driving School. "These are actual scenes of fatalities that occurred on the roadway."
The driving school still shows the infamous "Red Asphalt" movie to all ticketed drivers in its classes.
"They learn something," Kelly said. "They take something away with them that I feel will probably save their lives, the lives of someone else. "
The I-Team asked Chief Justice Court Judge Karen Bennett-Heron how her system forgot to hold Hosey accountable for ignoring a court order last year.
She refused to answer questions, saying that it's still an "open case."
It is unclear whether a human or computer error is responsible for Hosey slipping through the cracks in this case. The court refuses to answer either way.
