I-Team: CCSD administrator indicted for theft of public funds

LAS VEGAS -- Clark County School District administrator Priscilla Rocha is among five people indicted by a grand jury Friday for the theft of public funds from the Adult English Language Acquisition program.

The I-Team first uncovered the story in March when the Metropolitan Police Department raided the program and conducted searches at two school properties. The program was shut down and Rocha was placed on administrative leave. Investigators determined $289,000 in public funds was misused.

Rocha is facing 26 counts of theft and 24 counts of unlawful use of public money. Jerome Rocha, Priscilla Rocha's son, Donnie Glacencia, Jamie Espitia and Andres Mendoza are also facing numerous counts of theft and burglary.

"There is no criminal intent and I think it's just an issue that we're going to have to resolve and that's what we will do," said Tom Pitaro, Rocha's attorney.

The indictment alleges that Rocha took more than 20 brand new computers to Mexico and donated them to schools there without permission. She is also accused of having checks made out to a phony tutor with the money going into the account of a family friend. She also allegedly helped co-defendants pawn school district property including camera and iPads.

"Anytime that we are taking resources from students and families it distresses me completely. We can't allow this. We are so strapped for resources as it is. We can't afford to let anybody take anything out of a students' hands," said Pat Skorkowsky, CCSD superintendent.

Priscilla Rocha has surrendered her passport and is due to be in court on July 24.

The Adult English Language Acquisition program offered English classes and other services to non or limited-English speaking adults.
