I-Team: Suspect in CCSD theft agrees to plea deal

LAS VEGAS — A suspect in the theft of school district funds has taken a plea deal. But the person is not one of the five indicted in the scheme last week.

Grand jury transcripts obtained by the I-Team show Manuel Ramirez, who works in the school district's curriculum division, agreed to plead guilty to felony theft in exchange for probation.

Ramirez testified that he used school district money to buy cameras for a surveillance system at the home of Andres Mendoza, one of five people indicted on July 18. Mendoza doesn't work for the district, but is the local deputy director of LULAC, a Latino political group headed by Priscilla Rocha

Ramirez was not one of the people "assigned to home" at the time of the theft probe surfaced in March, when police raided two locations where Rocha ran an adult education program for people with limited English skills. They found evidence of fraud and theft totaling nearly $300,000.

Ramirez remains on duty and is not on any sort of suspension or administration leave. He's paid $86,292 a year, plus $1,300 in longevity.

In the meantime, Rocha is slated to face a judge for the first time on Monday.
