Measure Would Affect Authority to Call Special Sessions

LAS VEGAS - In addition to the presidential race, voters in southern Nevada will be deciding a handful of ballot questions, including Question One.

The question asks voters to approve or disapprove an amendment to the Nevada Constitution that would give the Legislature the power to call special legislative sessions.

The Nevada Legislature meets every other year. Currently, only the governor can call a special session. Special sessions are typically needed to address emergency situations, conduct impeachments or reconsider vetoed bills.

Supporters of the measure say giving the Legislature power to call a special session would be useful in extraordinary situations and/or when immediate action is needed.

Opponents say special sessions are rarely needed. Only 26 have ever been called.

"I don't believe that the balance of power in the state constitution is broken," said Las Vegas City Councilman and former Republican State Senator Bob Beers. "This bill insinuates that."

"It's one of those things where it happens, I envision it would happen extremely infrequently," added former Assembly Speaker Barbara Buckley (D). "When you have a governor that works well with the Legislature, when there is a crisis, you work it out... so, it is not necessary most of the time."

If it passes, Nevada would become the 35th state to allow legislatures to call special sessions.
