Report: Fire captain had sex with teen at fire station

LAS VEGAS - A Las Vegas Fire Captain was busted for having sex with a 15-year-old girl at his assigned fire station, according to the arrest report.

Authorities made the discovery during a sex trafficking investigation.

Richard Loughry, 46, is accused of having a sexual relationship with an unidentified teen.

According to the arrest report released Wednesday, the girl was being sex trafficked by a man she had just met. 
The man, who hasn’t been named, posted ads about the girl on Backpage.com which is commonly used by sex traffickers, prostitutes and “johns.”

However, on the site, the teen’s age was listed as 22, the report said.

Detectives said the teen’s services were requested by Loughry who said he would pay her $300 an hour. 

The arrest report said the girl was driven to the fire station where Loughry quietly escorted her to his dorm room.  The two had sexual intercourse, and after approximately 45 minutes the teen collected $300 and left the fire house, the report said.

Metro Police said its investigation led them to Loughry after detectives investigated and matched phone records and times to when Loughry was at the fire station. Officers arrested Loughry as he was leaving a store with his wife.

Metro Police said the teen initially thought Loughry’s name was "Tom," but she also identified him in a police lineup.

When questioned by officers, Loughry said he had no clue the girl was a teen. He said he wouldn’t have done it if he knew she was underage, the report said. 

Detectives also discovered that Loughry had a separate cell phone from his personal cell phone that was used to contact prostitutes. The report said Loughry admitted to bringing women to the fire house to have sex on several occasions.

Loughry is facing charges of statutory sexual seduction, soliciting/engaging in child prostitution, child abuse/neglect and lewdness with a child, according to Clark County Detention records.

Loughry is being held in the Clark County Detention Center.

Loughry has been with the Las Vegas Fire Department since 1997.
