Sheriff Lombardo discusses 1 October shooting, 81-page preliminary report released

LAS VEGAS - Las Vegas Metropolitan Police Sheriff Joe Lombardo held a news conference Friday morning to brief the media and the public on the investigation into the deadly 1 October mass shooting.

Right after the briefing, in which Lombardo said, "I know and believe there was only one suspect in the shooting. All of the evidence supports that," Metro Police released the 81-page preliminary report.

During the news conference, there was a revelation from the sheriff when he announced that federal charges against an unnamed individual are possible, but the second person is not Paddock’s longtime girlfriend, Marilou Danley.

According to Sheriff Lombardo, she will not face any charges.  The FBI is currently working on the case.

According to the preliminary report released Friday, back on Monday, Sept. 25, 2017, Paddock checked into room 32-135 of the Mandalay Bay Hotel and Casino with a scheduled check-out date of Oct. 2, 2017.  On Friday, Sept. 29, 2017, Paddock checked into another room, 32-134 which connected with room 32-135 via connecting doors, under Marilou Danley's name.

Metro’s investigation revealed that from Sept. 25, 2017, through Oct. 1, 2017, Paddock transported multiple suitcases to his room at Mandalay Bay on several occasions. Paddock also left the hotel on multiple occasions for long periods of time, often returning to his home in Mesquite, Nevada.

Law enforcement’s investigation into Paddock and his past revealed that from 1982 through September 2016, Paddock purchased 29 firearms. The firearms consisted of handguns, shotguns and one rifle.

From Oct. 2016 through Sept. 2017, Paddock purchased over 55 firearms. Most of the firearms purchased from 2016 through 2017 were rifles in various calibers along with over 100 firearm related items through numerous retailers. The firearm-related items included scopes, cases, bump stocks and ammunition.

On Oct. 1, the night of the mass tragedy, before Paddock started shooting into the crowd at the Route 91 Harvest Festival, he took aim at a security guard who was doing a floor check.

According to the report, at approximately 9:18 p.m., Mandalay Bay Security Officer Jesus Campos was assigned to check several Hotel Service Optimization System (HotSOS)1 alarms from various rooms inside the hotel. Room 32-129 was the last of the rooms Campos was assigned to check. Paddock was staying in 32-135 which was the room down the hall.

According to the preliminary report, Campos told investigators he heard what he described as a rapid drilling sound coming from room 32-135, so he walked down the 100 wing hallway toward the noise. As he walked down the hallway, Campos said he heard what he described as automatic gunfire coming from the area of room 32-135.

Campos then realized he had been shot in the left calf, so he took cover in the alcove of rooms 32-122 and 32-124 and utilized both his cellular phone and radio to notify his dispatch he was shot.

Eventually, Paddock turned his gun on the crowd outside in Las Vegas Village.  Country music star Jason Aldean was on stage when the shooting occurred.  A total of 58 people were killed, and over 851 others were injured during Stephen Paddocks minutes of terror. A total of 422 of those hurt were directly injured by gunfire.

According to the report, the gunfire continued for over 10 minutes, meaning Paddock shot into the crowd from 10:05 p.m.  until 10:16 p.m.

As SWAT officers closed in on Paddock's room, the 64-year-old suspect took his own life. The report said, when a Strike Team 2 breached the room, they encountered Paddock lying on the floor on his back.

A small frame revolver was observed on the ground above Paddock’s head. The officers believed Paddock had a self-inflicted gunshot wound. Paddock’s body was photographed and transported to the coroner's office where an autopsy was conducted.
Strike Team 2 continued through the living area of 32-135 to the right and encountered a closed, locked connecting door leading to the adjoining room 32-134. Team 1 moved through the living space up to Team 2 near the closed connector door. Two SWAT officers attempted to kick the door open but determined it was a solid wood door inside a metal frame, so it was decided a second explosive breach was needed to gain entry into the adjoining room.

A SWAT officer breached the door. Immediately following the explosive breach, another SWAT officer had one negligent discharge of a three-round burst from his rifle. Officers in the hallway heard the shots fired and broadcasted shots had been fired inside the room. Officers flooded into room 32-134 through the breached adjoining connector door.

Numerous rifles and loaded magazines, casings, live ammunition, a spotting scope, binoculars, a bump stock, four laptops, three cellular phones, miscellaneous tools and drill bits and much more were found in Paddock’s room.

Officers also noticed that one of the room’s windows had been broken out.  A camera was found attached to the peephole on the main door of room 32-135. The room was secured for evidence recovery.

The FBI Evidence Recovery Team responded and took the lead role in documentation and recovery of all evidence inside the hotel rooms and hallway, the report said.

When law enforcement officers searched Paddock’s computer they found numerous searches performed for Life is Beautiful expected attendance,” Life is Beautiful single day tickets,” and Life Is Beautiful Vegas lineup.  They also found searches for "Las Vegas rentals," "Las Vegas condo rentals," "Las Vegas high rise condos rent," and "Las Vegas Ogden for rent."

On Sept. 17, 2017, weeks before the Route 91 Festival at Las Vegas Village, Paddock checked into The Ogden where he was booked through Sept. 28, 2017, which overlapped his reservation at Mandalay Bay, the report said.

The Ogden is a condominium complex located in downtown Las Vegas, Nevada. Paddock stayed in three different units during this time. Paddock’s stay at The Ogden coincided with the Life Is Beautiful music festival, which is similar to the Route 91 Music Festival, because it held in an open-air venue. Life Is Beautiful was from Sept. 22, 2017, through Sept. 24, 2017.

On Sept. 5, 2017, police said Paddock performed searches for "Mandalay Bay Las Vegas," "Route 91 harvest festival 2017 attendance," and "Route 91 harvest festival 2017.

When officers found his vehicle in Mandalay Bay's east valet, a U.S. Marshall's explosive detection dog moved around the vehicle and gave an alert to the presence of explosive precursors. Evidence collected from inside Paddock's vehicle included loaded rifle magazines for both AR15 and AR-10 style rifles.

Also collected were 20 two pound containers of exploding targets, 10 one pound containers of exploding targets and 2 twenty pound bags of explosive precursors.

The report said law enforcement officers investigated approximately 1,965 leads. There were approximately 21,560 hours of video and 251,099 images obtained by investigators of the LVMPD and the FBI. The analysis found 529 sightings of Paddock.

On Friday, Sheriff Lombardo and the Las Vegas Metropolitan Police department released a preliminary report.

The report said, “It is not standard practice for the Las Vegas Metropolitan Police Department (LVMPD) to issue an investigative overview related to an open case. Due to the magnitude of this investigative response and the number of victims associated with this incident, Sheriff Joseph Lombardo felt it was important to author an overview of all investigative work accomplished in the aftermath of 1 October. This report is not intended to be a comprehensive and final account of the facts and evidence gathered but rather an overview of the investigation. The investigation into this incident is on-going, and a full comprehensive report will be released upon its completion.”
