Undersheriff Outlines Reasons Officer Was Fired

LAS VEGAS -- Clark County Undersheriff Jim Dixon addressed the termination of an officer involved in a deadly shooting, during a news conference Thursday.

Dixon said the pre-termination board found Officer Jesus Arevalo lacked the ability to make sound decisions in situations routinely faced by police officers.

He also said that a verbal fight at Canyon Ridge Christian Church involving Arevalo and his wife, while Arevalo was on leave, contributed to the sheriff's decision.

"An officer that is off duty is as accountable for his action as much as on duty. His conduct is examined and referenced. His behavior all bundled in with issues surrounding the death of Stanley Gibson." Undersheriff Jim Dixon said.

Dixon also revealed that Arevalo filed paperwork asking to retire from the force; however, the sheriff decided to fire him and not let him retire.

Arevalo fired the fatal shots during a confrontation with unarmed Gulf War veteran Stanley Gibson at an apartment complex near Smoke Ranch Road and Rainbow Boulevard in Dec. 2011.

Officers had decided to use a low-lethal shotgun, which shoots beanbags. Instead, Arevalo fired live rounds killing Gibson. Radio communication problems and mistakes by the officers were ultimately blamed for the shooting.

During the news conference, Dixon also outlined what happened to the other officers involved in the shooting. Sgt. Michael Hnatuick was disciplined and has since retired. Lt. David Dockendorf was reduced in rank to an officer.

Dixon also admitted the department had a serious problem with radio communication, but he said that is not the only reason for the shooting. He said the officers need to be held responsible.
